southeast. it's going to affect you. one smaller cell around finks burg, headed just north of reisterstown. but another cell, northwest of westminster, heading across northern carroll county. the strongest cell, however, around glen rock, just around the maryland-pennsylvania border heading off to the east. this area here, this is the area under severe thunderstorm warning. for the next 30 minutes or so, that storm could produce wind gusts over 40, maybe even 50 miles an hour, as it heads off to the east toward your region. we have storms in the region. take a look at the watches and advisories. the entire state under severe thunderstorm watch exet the lower eastern shore. until the 11:00 eastern shore. and 10:00, the western shore. and i just mentioned that severe thunderstorm warning it's really only for northern baltimore, northern harford county until 5:30 could be an

active night. at least for the next few hours. broken leg, shattered ribs and missing teeth. just some of the injuries to a dog who has been beaten to death. tonight, many are outraged after the judge says the man responsible should spend more time with animals. der being valcourt is -- derek valcourt is following the controversy for us. >> the defendant claims he beat his small dog after it bit his wife in the hand. but today, it's the judge's sentence for the punishment that many are calling doggone ridiculous. >> reporter: too graphic, so we blurred the image of this 4- year-old miniature pincher beaten to death by derrick chambers. in august, chambers was charged with several counts of animal cruelty, after crews found the dog tied up in a garbage bag in the bed of the truck. >> this was a case we thought called out for punishment. >> reporter: the head of the task force was upset to learn that this week, a city judge

agreed to the defense request to drop the case if chambers performed 50 hours of community service, volunteering at the maryland spca. the stunned head of the spca says no way. >> it is our job to protect animals. so this volunteer service will be denied. >> we were just incredibly frustrated that the state attorney's office chose not to prosecute a case where there was just overwhelming evidence to convict the perpetrator. >> seems that this is always subject to a little monday morning quarterbacking. >> reporter: spokesperson for outgoing city state attorney pat jessamy says they had no witnesses. and the defense offered evidence to prove that this less-than-10-pound dog severely bit chambers and his wife. >> although the facts are very disturbing and horrific, we have to do special follow -- and follow the law.

and in this case, we knew we could not prove this case beyond a reasonable doubt. >> you would never order a child molester to go through community service with the boy scouts. we don't think it's appropriate for a person charged with animal abuse to do community service at an animal shelter. >> reporter: prosecutors say because there is a court order in place here, that chambers and his attorney may have to ask a judge for a new sentence if he's not able to fulfill his current sentence of working community service at an animal shelter. derek valcourt, wjz eyewitness news. >> and derek, thank you. with that said, several other local animal shelters say they, too, will not allow somebody accused of animal abuse to volunteer at their facility. a towson gas station accused in a murder-for-hire plot. matthew brown pled guilty in his role in the plot that left ray porter dead. porter was killed inside the gas station he and his wife carl on owned.

police say -- carla owned. police say she ordered the murder. three of the differents, including carla porter, are still scheduled for trial. a columbia mother of four killed. her apartment then set on fire. tonight, police say the man responsible is in jail. denise is in the newsroom with more on this development for us. denise? >> reporter: well, mary, the suspect in the case is the victim's ex-husband. howard county investigators say thelma wynn was stabbed to death by her ex, damon white on september 7th. white then allegedly set her apartment on fire. wynn was letting white stay with her at the time. when police arrived at the scene, they found wynn dead and white injured. he was released from the hospital and taken directly to jail. >> all right, denise. thank you. wynn's children were not home at the time of the stabbing or fire, they're now in the care of a family member. we're learning more about the night a maryland state trooper was killed while

working a second job. trooper westly brown was shot and killed while working in appleby's restaurant in prince george's county. williams faces murder charges. anthony milton also faces charges in the case. today, a prince george's county detective said milton told police williams waited near a tree and shot brown as he exited the restaurant. according two witnesses, milton was ordered out of the restaurant that night over an unpaid bill. hate crime attack of a black fisherman. wjz is live. mike schuh has more on this case. mike? >> reporter: kai. calvin lockner, the 29-year-old with a hitler tattoo was facing four charges. but tonight, he'll plead guilty to two of them and will spend 31 years in jail. >> reporter: a year ago, james privet and his wife went fishing. this man and two others approached. >> asked them if they had any

cigarettes or water, to which the prevats said no. >> the men didn't leave. but ms. privet did. and her husband was right behind. >> at the time, as the truck was being packed up, these individuals attacked him. they punched him, they kicked him. and they beat him with a stick. and eventually took his car and left. >> reporter: the prosecutor says that calvin lockner told police that they never would have jumped and beaten mr. privet, had he been white. >> reporter: the first to see a 76-year-old, a security guard. >> i was like, oh, my god, are you okay? and he was crying and blood was everywhere. and his eye was hanging out. and he said the boys came from behind and was banging him, knocked him on the ground, kicked him, took his keys and sped off with his truck. >> reporter: calvin lockner has a hitler tattoo on his stomach. underneath it, it reads, "he lives" and is a member of the white supremacist group the arian brotherhood.

-- aryan brotherhood. >> it's safe to say that this is a police plea agreement that we feel very good about. because we're going to get this person off the street for 31 years. >> on monday, mr. privet and his family are expected to give victim impact statements. then the judge is expected to accept the 31-year sentence and the plea. reporting live downtown, mike schuh, wjz eyewitness news. kai, back to you on tv hill. >> there are two other defendants in this case. y one is a minor-- one is a minor who went to juvenile court. it is expected this will be a delay as his attorney is in the middle of councilmember ken harris's murder trial. baltimore roads are ranked 10t worst in the country according g to a transportation research group. a live look with sky eye chopper 13 as just one of the damaged roads in the city. you can see all of those patches down there. this is in southwest baltimore. wjz is live. pat warren has more on what the ranking is based on. pat? >> that's right. the data was collected in 2008.

breakfast plans is now on capitol hill. lawmakers are hearing from those who got sick from contaminated eggs. and owners of the egg corporations. >> reporter: this 77-year-old colorado grandmother went into septic shock and nearly died, after eating a salmonella- tainted appetizer in july. >> fever, vomiting, diary a. >> reporter: carol lobato is one of the over 1600 victims of the nation's largest salmonella outbreak. it sparked a recall of a half a billion eggs. now, congress wants to know what went wrong. >> americans should be able to have their eggs "over easy," without having to worry about the eggs making them queasy. >> reporter: the owner of one of the egg farms at the center of the outbreak, has a history of safety violations in three states that goes back 20 years. >> reporter: when fda inspectors visited hillendale farms, they found live rodents

with stores in mondomon mall, after six armed robberies in july. police already have two suspects. >> reporter: at mon. comin mall since mid-july, there have been three robberies. even a shop that sells perfume has been hit. police say they have been working with merchants to improve security. >> making recommendations on the type of equipment and placement of certain cameras. >> reporter: over the weekend, elite gold and diamond was robbed. about $100,000 worth of gold, rings and watches was taken. and they say it's the second time in a month they have been hit. >> reporter: people say it is a concern especially since guns were used in some of the holdups. >> it does bother me. because i come out here sometimes with my daughter. so i am kind of sand -- standoffish now. >> they continue to work to provide a safe and secure

environment for his shoppers and merchants. it has increased security. >> reporter: police believe there are three separate groups of robbers, committing the crimes. each using a different method. >> two of the suspect groups displayed false weapons. others passed notes. another group pretends to buy a watch. and another pulls out a handgun. >> reporter: police have identified two suspects so far and are searching for them. this woman says she was a victim just outside the mall. >> my book has been snatched right here. you know, they have a police station right here. and it happened like right at this bus stop. >> reporter: now, police would like to stress that despite these mondawmin holdups, they are down compared with 35% last year. the arrest warrants are in the cases where pellet guns were used. if you're waiting for someone to get home from work, let's check in with sharon

sky eye chopper 13 up towards the jarrettsville area. and it continues to head off quickly over toward cecil county. so you folks up there, that's where you're going to be seeing some activity pretty shortly. nothing on the baltimore metro. a couple of small cells. cockeysville to jacksonville. and north of long green valley. a few other small cells around parkton. but the strongest activity you see there, that big one.

extreme southeastern portions of york county, approaching susquehanna. and extreme northern sections of harford county. right in through here. north of madonna. north of bel air. it's heading off to the east. and pretty much east and southeast. rather quickly. still a risk of some showers quickly. and we have a severe thunderstorm watch officially in effect. take a look at the map for the entire region. 10:00 tonight, west of the bay. 11:00, east of the bay. also more warnings in effect for extreme northwestern sections of our area. really southwestern pennsylvania. and again, york to lancaster county. some have been very strong with gusty winds. 94, last report in washington. that may be close to the record. 94 in hagerstown. we dropped to 89. 90, 79 ocean city. winds off the water now at 79 degrees. dew point is up. pretty moist air mass. 40s and 30s. now up to 66. right now, no wind here.

but generally a southerly and southwesterly wind. kept all of this warm air in. that will continue really until friday. maybe into saturday before it really starts to cool down. the front to our north is getting a little closer. that's why we had these showers and thunderstorms breaking out. the front kind of lay down across the northern portions of our state late tonight. tomorrow, just south of us. it will be pretty warm. north of us, it will be pretty cooler. the front through the baltimore area. probably keeping us around 88, 89, rather than 90. no real relief. but friday, we get back into the heat again. 92 on friday. and then that's when the cool air starts moving in our direction. and that will be over the weekend. a big change coming by sunday, monday. maybe even some rain then. north winds on the bay. 5 to 15 knots. bay temp around 74. so showers and showers and storms will be ending this evening. otherwise, partly cloudy, warm night. 60s tomorrow. hot afternoon tomorrow. upper 80s once again. and the chance of rain tomorrow

long's church has more than 5,000 members. in a civil lawsuit, the two men claimed they were coerced into sexual relationships when they were younger members of new birth missionary baptist church. the men say long seduced them with lavish gifts. but long's attorney is questioning credibility. one of the victims is charged with breaking into the office. >> long is known for calling for a national ban on same-sex marriage, and his church counsels gay members to become straight. a new book about president obama portrays a national security team deeply divided over the war in afghanistan. manuel gallegus reports for wjz. >> president obama keeps pushing for a way out.

scene of a child, hit by a car. captain mike perry. above it with more for us. >> this is in the north element. in southwest baltimore. where a report of a 9-year-old girl struck by a vehicle. it's not clear which vehicle struck her. but we do know paramedics are here at the moment, rendering assistance to the girl who is in the back of the sport utility vehicle. at this point, police have not arrived on the scene. but we expect north elmont to be closed as police conduct their investigation. >> we continue to follow it. thank you. four suspects led police on a wild, high-speed chase. and it was all caught on tape, of course. the car chase ended when the suspect's car was spun out of control and crashed into a parked car once the suspect then continued on foot. he was tasered and apprehended by authorities. the remaining three suspects were removed from the car, and they were handcuffed. check in with eyewitness news at 6:00. for all new stories, denise has
